MINUTES OF THE REGULAR MEETING – April 3, 2006 6:03 PM
Selectmen Present: Eric R. Munson, Jr., James Deming, and Wesley Greene II
Minutes of the previous meeting were accepted.

The Board of Selectmen had a discussion about DPW with John Panaia, Highway Superintendent.
A motion was made that The Board of Selectmen adopt the principles and policies of the National Incident Management System (NIMS); formally recognized the National Incident Management System (NIMS) as the local standard for incident management, and as such, adopt the Incident Command System as the Town of Tolland official incident response system, Seconded.
Signed and accepted an audit proposal from Thomas J. Scanlon & Assoc. Margaret had sought out bids for a town audit and only had one come in. The proposal was for $13,500 to audit the period end June 30, 2006.
The Southwick-Tolland Regional School Committee is requesting an extension of the April 1st deadline to Friday, April 14, 2006 for the final maintenance and operating budget to be submitted. The Selectmen agreed to the extension.
Received a letter from Susan Voudren, Town Clerk and Joanne Duval, Animal Control Officer requesting that the dog licensing fee for a not spayed or neutered dog be changed from $11 to $10 for the licensing year that runs from May 1, 2006 thru April 30, 2007. The Selectmen approved of the change in fee.
The board discussed a memo that was received from Margaret, Treasurer. The memo informed the board of the following:
To date; $97,852.75 has been spent by DPW in anticipation of “Chapter 90 reimbursement”. We have received a total of two payments totaling $74,000.00. My records indicate that there remains a balance of $23,852.75. I have a “State Aid Anticipation Note” coming due on March 27th and I am unable to pay the note in full. I will be paying down the $74,000.00 that has been received from Mass Highway and rewriting the note for the remaining balance
The Board of Selectmen appointed Michael Sullivan of Colebrook River Road to be “The Keeper of the sign”, Mike agreed to the appointment.
